He holds a Bachelor’s degree in Business Administration from the Universidad Nacional Autónoma de México, where he concluded his bachelor’s degree studies in 1974. He was granted his professional title in April 1975, submitting in his professional examination the thesis named “Financing of the Agriculture and Cattle Sector and its Influence in the Economic Development of the Country”. Other studies at ITAM: Postgraduate in Taxes, Computer and Project Control. At the Centro Interamericano de Administración Publica, a participated in postgraduate courses in Compared Public Administration. At the Tax Administration Service – UNAM, he participated in postgradute studies in Directive Administration, Updating of Commands and updating of Tax Crimes.
From May 1975 through May 1978 he began his professional practice at the Ministry of the Treasury and Public Credit in the Subministry of Income, specifically at the General Direction of Mercantile Income as analyst of organization and methods; in the Metropolitan Regional Administration and at the Tax Administration of the Center of the Federal District, as analyst and Head of the Organization and Methods Unit. From 1978 through 1983 he held the position of Comptroller with the Government of the State of Morelos; from 1983 through 1987 he held the position as Assistant Comptroller of Control and Evaluation in the Ministry of the Treasury and Public Credit, at the level of General Direction. From November 1987 through January 2000 he acted as General Director of the Companies Servicios Industriales de Consultoría y Comercialización, S. A. de C. V. and Maecsa Construcciones S. A. de C. V.
From May 2001 through June 2007 he collaborated in the General Administration of Large Taxpayers of the Tax Administration Service holding the following positions: Systems Administrator, Evaluation Administrator, Supervision Administrtor and Processes Administrator.
Main labor and professional achievements: Coordinated the visit of the President of the United States, James Carter, to the State of Morelos; President of the Sociedad Mexicana de Licenciados en Administración for the State of Morelos; General Coordinator of the Social Security Project for the State of Morelos (ISSSTEMOR).
In the Tax Administration Service he acted as Project Leader: Integral Information System of Large Taxpayers, Project Leader Integral File of Large Taxpayers; Coordinator of the Grupo PEMEX, SAT, TESOFE Group for the systematization of withholding statements of the old and new tax regime; Leader of the Benchmarking Projects of Large Taxpayers, financed by the World Band and the Implementation Projects of actions of the Optimum Operating Model of the General Administration of Large Taxpayers, Coordinator of Negotiations and Control of Projects: Implementation of documentary negotiation and of the legal process procedure of Sat and of the tax risk Model by segment of SAT. Mr. Francisco Carbajal Patiño, Esq., was admitted as partner of the advisory area at Ibáñez Parkman y Asociados, S. C., on April 1, 2007.
