Attorney at Law, Graduated at the Anáhuac University, he has participated in a Graduation on Foreign Investments in the University of California Los Angeles (UCLA) with the professional thesis "The Mexican Mercantile Societies before the Foreign Investment". He has worked during 7 years in the office Noriega and Escobedo, A.C., mainly in corporative subjects, foreign investments, industrial and intellectual property, civil and mercantile contracts. He has worked in IBM of Mexico as titling of the Legal Department and as director of Governmental Programs and International Organizations handling projects in Mexico, the United States and Latin America related to International Treaties of Commerce and Telecommunications participating of very active way in the Latin American Association of Integration, and during 1985 he has participated in a special way in the process of union of Mexico to the General Agreement on Tariffs and Commerce (GATT). From 1997 to 2000 he was General Secretary of the Mexican Soccer Federation, ordered mainly of juridical and administrative area insisting on the resolution of controversies as much at national level as international.
